NVIDIA Solidifies Role in Japan's National AI Strategy
NVIDIA CEO Jensen Huang’s recent visit to Tokyo has culminated in a series of significant partnerships aimed at establishing Japan as a leader in “physical AI”—the application of artificial intelligence to robotics and industrial automation. The agreements secure NVIDIA’s position as the core hardware provider for Japan’s government-backed sovereign AI initiative, which seeks to develop homegrown foundation models for the nation's vast manufacturing sector. This move matters because it aligns NVIDIA’s technology with a national industrial strategy, giving it deep access to a market actively investing billions to automate its factory floors and supply chains.
At the center of the collaboration is Noetra, a consortium of 44 domestic firms including SoftBank, Sony, and Honda, tasked with building Japan’s sovereign AI capabilities. Backed by up to 1 trillion yen ($6.2 billion) in government funding, the initiative includes the construction of a massive data center called the “Vera Rubin AI factory,” which will house 27,500 of NVIDIA’s next-generation Rubin GPUs. Noetra’s development roadmap is structured in three key phases:
- Fiscal 2026: A reasoning model with advanced Japanese-language skills.
- By 2028: An omni-modal version capable of processing text, images, video, and audio.
- By 2030: A “Real-world Native AI” designed specifically to operate robots.
The deals extend beyond a single AI factory, creating a broad industrial coalition around NVIDIA's technology. Manufacturing giants like Fanuc, Yaskawa, Kawasaki Heavy, and Toyota have committed to building on NVIDIA's Cosmos foundation models. The introduction of Cosmos 3 Edge, a model designed to run on Jetson Thor chips directly within machines, provides a clear pathway for deploying AI on the factory floor. For Japan, these partnerships are a direct response to a shrinking workforce and a strategic effort to capture over 30% of the projected $133 billion global AI robotics market by 2040. While the initiative is framed around industrial reinvention, it also serves Tokyo’s goal of achieving greater AI sovereignty and reducing dependence on foreign-controlled infrastructure.
By embedding its hardware and software deep into Japan's national industrial strategy, NVIDIA is trading its advanced silicon for access to the country's vast manufacturing data and robotics expertise, creating a powerful moat in the emerging physical AI sector.
